Habermas’s conception of the interpenetration of private and pub-lic freedom provides a starting point for a critical theory of democracy, one that, as noted in chapter 1, has considerable similarities to the developmental democratic theory of C.B. Macpherson.
I will argue that how one conceptualizes the relationship between capitalism and democracy varies greatly with how one defines these two terms, the normative value one places on each, the level of precision one brings to the analysis, and the social ontology one adopts.
But there is a decisive difference: whereas certain forms of capitalism produce and function with an extreme concentration of wealth and capital, democracies cannot coexist with a similar constellation and concentration of power. Finally, capitalism and democracy can support each other.
