Simplest way to get it high is build lots of restaurants, coffee shops, ATM's and toilets. Plant stuff EVERYWHERE (use the overlay). Make sure your arenas are not "bland" or "too many items". Keep the queue lengths to 15-30 minutes (3 or 4 tiles). They seem happier to wait in a game than to queue.
