May 23, 2022 · Experts from the World Health Organization (WHO) and the European Observatory on Health Systems and Policies have produced a long-awaited framework to conceptualize the assessment of health system performance.
This will be done by: (1) bringing together existing indicators from a range of HSA tools in a coherent way for policy-makers to examine the performance of each of the four health system functions; and (2) outlining the linkages that exist between the performance of the health system functions and health system performance.

Do health systems perform better on meaningful measures than health care organizations that are unaffiliated? There is not enough evidence at this stage to answer that question. There is even less evidence to determine whether particular types of systems are more likely to perform well.
