Admins can invite new members to a group by email. The email will include a link to the Facebook group, where the person can confirm that they want to join. In public groups and private visible groups, they’ll be automatically approved.
The only other option would be to PM your non-friends with the group's URL so they could then go and join that way. But PMing non-friends is useless unless you can alert them, because PMs to non-friends go to the Filtered folder which most don't even know exists, and there is no notification.
