If you already applied for Canada Pension Plan (CPP) or Old Age Security (OAS) benefits, Service Canada has sent you a PAC in a mailed letter. My Service Canada Account (MSCA) is a secure online portal. It allows you to access services for Employment Insurance (EI), Canada Pension Plan (CPP), Canada Pension Plan disability, Old Age Security (OAS), Social Insurance Number (SIN) and Canada Apprentice Loan.
If you already have an existing account, choose an option to sign in:

To change your multi-factor authentication security option: sign in to your MSCA. select the “Reset profile” button when you are asked to enter your multi-factor authentication security code. answer the security questions that you have created when you registered for MSCA. choose your new multi-factor authentication security option.
Send an e-service request, someone should be able to provide you a PAC over the phone to complete your MSCA registration. To apply for EI, go to canada.ca/ei; under "regular benefits" select tab no. 5, "Apply"; to submit a report, you can select the "send your EI report by internet" option under "most requested". In case anyone is still looking into ways to contact Service Canada like I am: This 1-833 number is *only* related to CERB. The agent who answered my call has no access to the claim I made in February 2020.
In the EI access code/CPP/OAS personal access code field type the Personal Access Code from your letter from Service Canada. From the Province or Territory drop-down list select the place where you live. Click on the Submit button. On the Confirming Your New User ID and Password Screen.
