Most rom sites will actually give you a rom file, but depending on the site it can be hard to access. (Quality is usually not great though) Don't download .exe files as those can be viruses. (Obviously don't run them either) Any file you download that isn't an executable file cannot be a virus. Rom Files cannot be infected with viruses.
