Actually, it is necessary for you to have the Battle.net app downloaded on your PC, as the game is installed and run through that app, not through the Xbox app, similar to how EA games are managed through the EA app, for example.
What finally fixed the issue was uninstalling the game (it refuses to uninstall fully upon reboot - so manually delete the remaining files). That alone won’t work. I had to delete battle.net as well, reboot my pc, then I was able to install Battle.net and the game through gamepass and then log back in. Real pain in the ass.
