Sep 14, 2015 · There are several, irc, send, talk... You have to decide which will work the way you want. They all may require some configuration on your part. Generally, you need a two-way setup. You can't just send a message to an IP address and have it pop something up to that user. You would need something on the other end to receive and display the message.
