From what I remember Pylon does proc any perk that requires a crit like keenly empowered or plagued crits and gains benefits of keen and vicious. It is also able to proc attunement and runeglass dots. What it doesn't proc however are light and heavy attack perks like enchanted, refreshing move, elemental chains, etc.
