I've been running customs for past 5-6 raids to kill sniper scavs with bolt action but havent seen one the entire time. Even when I spawn with direct view on their spots they aren't there.
Change the default setting of "AI Amount" in the pre load in screen to horde from as online. It's the screen within tarkov right after you pick the location.
