Make sure Enable Steam Cloud synchronization for applications which support it is checked. You should be good to go after this! Since I've bought hundreds of games on it, spent hundreds if not thousands of dollars on the account and spend thousands of hours across tonnes of games, I suggested he make a new account and we can library share so the few games that he did actually buy, he can still play and he can then get the free games again and everything's fine.
