Canada’s legislative process involves all three parts of Parliament: the House of Commons (elected, lower Chamber), the Senate (appointed, upper Chamber), and the Monarch (Head of State, who is represented by the Governor General in Canada). These three parts work together to create new laws.
To become Canadian federal law, a bill must be approved in identical form by both houses of Parliament – the Senate and the House of Commons. All bills follow a process of debate, review and voting.
- Target specific types of harmful content. The government is looking to target the non-consensual sharing of intimate images — including deepfakes generated by artificial intelligence and content that “sexually victimizes a child or revictimizes a survivor.”
- Add fresh responsibilities for online platforms. The bill seeks to usher in new rules for online platforms, one of which is broadly defined as the “duty to act responsibility.”
- Create a new regulator and a new ombudsperson. The government seeks to create a new “digital safety commission,” which would be comprised of five individuals appointed by cabinet.
- Strengthen reporting around child pornography. The government is looking to amend a current law that says it is mandatory for internet services to report instances of child sex abuse images on the internet.
