You can use any drawing program that has line, text, and box tools. Literally any editing program. If you want to make a fan-game then just open a drawing program and use the square tool. Remember to make the background transparent (unless the map is hard to see). I practiced with MS paint. Any program that can give crisp lines and text is fine.
Yes, he does have to have the flashlight shined on him for the same amount of seconds as the current night. 2 seconds for Night 2, 7 seconds for Night 7, etc. He does kill you if you don't flash him for 50 ticks, but only if he's succeded his movement opportunity.
