If you navigate to the world tab on Pokemon Studio, you will find two seemingly blank maps called Opening Cutscene and Start. These maps are not blank, they actually contain important events. You are free to modify these maps by changing the events in RMXP.
Before making a map, you'll need to find a tileset (a massive grid of tiles of grass, rocks, trees and buildings) with which you can build a map. You can find many custom ones online (like in your picture), as well as ripped tileset from the games.

Jan 2, 2020 · What’s the best Pokémon kit that includes all necessary scripting in place? What’s the best software to make an RPG with such a programming kit? I’m talking it should have monster catching, battling, and storage already ready to go so I just have to draw my monsters. This is NOT for a Pokémon fan game.
