It seems Knuth did because he is right on how LaTeX is pronounced, given that the tex-part is pronounced as the first syllable τέχ from the Greek word τέχνη. This is just wrong. It is indeed (as the top comment noted) pronounced as the hard 'ch'. You can read that in the original TeXbook by Knuth:

It is actually the "correct" way because Tex is written Τεχ from the greek words like Τεχνη (art) and Τεχνολογία (technology), according to the creator. So it should read as a Greek word.
