It really depends on how your library has its processes structured. My library is part of a large multi-library system and if a book is returned to my library and someone in my library has a hold on it (regardless of where they are in the overall consortium waitlist) it becomes available to them.

Holds that are in transit will show in a separate section in your account. When a hold is "in transit," this means that a copy of the item has been assigned to fill your hold. The item is now (or soon will be) on its way to your pickup location.

Depends on how many people are on the list in front of you and how long the person who currently has the book keeps it. Around here I believe you can check it out for 14 days with a single 14 day extension of there is a wait list for the book.
