Fall damage is calculated as such: The first 3 blocks deal no damage. Every block after deals 1 damage (half a heart). Skeletons have 20 health (10 hearts), so you will want to deal 19 damage to leave them with 1 health (half a heart). Add the first 3 blocks that deal no damage and you want a height of 22 blocks.
