   But the Ontario government limits how many codes they can bill per visit, hence the 1 visit 1 issue rule - otherwise the Dr doesn't get paid for the other issues. It's the Ontario government imposing that limitation. People don't want to work for free! Also, they don't get paid for filling forms, etc.
