Either you allocated too much ram (never go above 8gb) or you have a memory leak. No modpack should use that much ram, let alone one with only 100 mods. Do install foamfix or ferritecore (depending on your version) to get that ram usage down.
Allocating too much ram means you'll lag when the garbage collection has to clear all of it, and having too little leads to stuttering, so its better to experiment, which is how I got my rule above, by experimenting with different amounts of mods/ram.

If you have enough RAM, then a good starting point is typically 8 GB allocated. Optimizing the Garbage Collector is far more important than just adding more RAM, and that is set using JVM Arguments (here is the post from CPW I start with).
It depends, it can and mods do use up more, even Minecraft's current recommended specs are for 4GB of RAM. But I only allocate more if I want to get it running, in terms of better performance not really.
