But if you are only running sims 4 and you have only 1gb of ram available, your computer likely is below or close to the minimum specifications. I think my sims 4 setup with tons of animation mods only consumes 4gb out of my 64gb. And that's at ultra settings.

8 GB RAM is enough for Sims 4; even if 16 would be nice to have for multitasking, it's not strictly necessary. A 256 GB hard drive is small but can still fit the entire game and 100 GB of cc, not that you'd want to wait that long for the game to load.
