POSSIBLE FIX/WORKAROUND: Start Terraria. Alt+Tab and go into task manager (right click task bar and click task manager) Go into the "Details" Tab. Scroll down until you find Terraria.exe. Right clack and select "Set Affinity". Deselect CPU 0.
It will vary on a per-world basis if you do it this way, but you can set weather as static in a Journey Mode World, and then set the weather to clear. It will never change unless you set weather to be not static or specifically set it to rain/be windy.

Jul 13, 2024 · Do you have the latest graphics drivers installed? Rain involves quite a lot of draw calls, those not being handled properly could be the source of the lag. Also, could you upload your config.json file? You can find it in Documents/My Games/Terraria.
