The only semi-reliable fix I've found is to wait for a natural cycle of rain to start and return to clear and the false rain should stop. Sleeping won't reset it and can reset the current clear weather duration.

Weather cycle, not day cycle. It needs to start raining again and then go back to clear before you can sleep. You probably won't be able to tell when there's actual rain but once the rain stops the desync rain should stop as well.

Rain occurs randomly[1] and affects all surface biomes for its duration. Each Rain event lasts for 24 in-game hours (24 real-world minutes), spanning both day and night portions. When a player is in a Snow biome during Rain, it appears as a Blizzard, causing snowfall volume to increase.
