Well, Altirra has already been mentioned, I'd put JavAtari on the list. It's a Java, open source 2600 emulator you can run it locally (i'm pretty sure). I put it on my website, if you link roms that are on the net around it you can drag and drop url links into the program and it'll load the ROM.

Nov 14, 2021 · Just a quick few words re this as I don't want to turn this into a thread about other emulators but I don't regard MAME as being a wonderful example of an emulator, sure it plays loads and the guy that started it has all the right reasons to write it and was a nice guy too but it started to get ugly when it went open source and now it's being pulled in loads of good but also bad ways.
