First, it didn't have anywhere near the level of budget or the same sort of style as the Star Wars prequels. I don't know where you're getting that from. BE was $44 million according to the wikipedia. Second, if you really think BE was not a bad movie you need to watch a lot more movies -- good movies.

Battlefield Earth is not as bad as they say it is. Yes, it’s badly directed, stupidly acted and quite ridiculous overall. BUT, there is a core dynamic and story creativeness that is quite unchallenged to most films of the era.
Having every shot at an angle is not stylized, it's bad. Stilted dialogue and poor acting is unacceptable, unless it's the point (which it isn't).
