- How much will it cost the state? Under Gov. Gavin Newsom’s new budget, California is providing $42.6 million to cover the second year of free tuition.
- This plan means everything is free, right? Actually, no. Tuition is “the smallest cost that a student faces when they go to college,” according to Laura Metune, vice chancellor of government relations for California’s community college system.
- How can students afford the extra costs? Newsom’s budget also provides $41.8 million to increase the number of competitive Cal Grant scholarships. Cal Grant awards are the “major financial aid program to cover non-tuition costs,” Metune said.

- California College Promise Program. The California Promise is California’s initiative to expand college access. The program offers first-time college goers a chance to attend one of the many public two-year colleges in California tuition-free.
- Calbright College. Calbright College, an online public two-year college in California, is free for every California resident. The programs are geared towards workforce training.
- Soka University: Soka Opportunity Grant. Soka University, a private university founded in 1987, has a tuition-free program for eligible admitted students.
- Stanford University. As an elite university on par with the Ivy League schools, Stanford is hard to get into. However, if you have what it takes to get admitted, and you're eligible, you may end up paying nothing.
California residents who are age 60 years or older may attend classes at CSULB by applying and completing admission via the Older Adult Degree Program. Through this pathway, qualifying applicants may see greatly reduced fees but still must complete general university requirements for admission, registration, and enrollment.
