If the outsider didn't exist, the overseers wouldn't of existed at all. They would of been normal people. And maybe even the howlers didn't have to exist, since Paolo has granny rags hand which is marked by the outsider. Granny rags would of never had the power to die 2 times in a day, so Paolo would of never had her hand.

The Outsider was killed when he was a teenager, and the Outsider in D2 sounds just like that, whereas the Outsider in D1 (IMO) sounds too much like a 50 year old man stuck in the body of a teenager. The face just doesn't match the voice as well in D1, after playing D2.

Their mission to kill the Outsider seems to be a solution. It absolves Daud of his guilt and gives Billie a purpose. In the monologue before the last mission, Billie even says that (I don’t remember the exact quote) she finally feels like she’s doing something important, that she’s not just a product of the fucked up world anymore.
