If the outsider didn't exist, the overseers wouldn't of existed at all. They would of been normal people. And maybe even the howlers didn't have to exist, since Paolo has granny rags hand which is marked by the outsider. Granny rags would of never had the power to die 2 times in a day, so Paolo would of never had her hand.

Their mission to kill the Outsider seems to be a solution. It absolves Daud of his guilt and gives Billie a purpose. In the monologue before the last mission, Billie even says that (I don’t remember the exact quote) she finally feels like she’s doing something important, that she’s not just a product of the fucked up world anymore.
I think that if the outsider dies, another has to replace him so it may not be the end. According to harvey, there have been a bunch of outsiders before our current one so it makes sense that another would replace him and maybe we'll get a sequel
Emily knocking out Stilton in D2 (the "canon" story) means Billie Lurk didn't lose her arm to Karnacan thugs trying to save him. When Emily returns to the Dreadful Wale, Billie's arm and eye have been restored because of this. (She never lost them). The Outsider returns to correct the error in time.
