If the outsider didn't exist, the overseers wouldn't of existed at all. They would of been normal people. And maybe even the howlers didn't have to exist, since Paolo has granny rags hand which is marked by the outsider. Granny rags would of never had the power to die 2 times in a day, so Paolo would of never had her hand.
spoiler. Disappointed in the story specifically, the game was great to play. I enjoyed anything to do with the Upper Cyria area especially the bank heist without knocking out the guards. Arkane and specifically Harvey Smith have a talent for world building and lore that is addictive to read up on.

spoilers for the entire series. So I played through DotO low chaos and freed the Outsider instead of killing him, which I’d like to think is the canon ending because it ties everything up nicely and gives Daud a killer character arc.
I think that if the outsider dies, another has to replace him so it may not be the end. According to harvey, there have been a bunch of outsiders before our current one so it makes sense that another would replace him and maybe we'll get a sequel
