And maybe even the howlers didn't have to exist, since Paolo has granny rags hand which is marked by the outsider. Granny rags would of never had the power to die 2 times in a day, so Paolo would of never had her hand.

Their mission to kill the Outsider seems to be a solution. It absolves Daud of his guilt and gives Billie a purpose.
