If the outsider didn't exist, the overseers wouldn't of existed at all. They would of been normal people. And maybe even the howlers didn't have to exist, since Paolo has granny rags hand which is marked by the outsider. Granny rags would of never had the power to die 2 times in a day, so Paolo would of never had her hand.
