In 1850 Isaac Ebey (1818-1857), the first permanent white settler on Whidbey Island, claimed one square mile (640 acres) of mostly prairie land on a bluff overlooking Admiralty Inlet on the island's east side, 320 acres in his name and 320 acres in the name of his wife, Rebecca, who at the time remained in Missouri.
