The popular phrase suggests energy being a tangible/physical thing as opposed to an inherent property of all things. Everything exists because of and is dictated by energy, however energy itself cannot be defined as a physical thing (i.e., energy cannot exist without a form, it is a useful mathematical concept rather than a physical thing capable of being clumped together to form matter).
They are really the same thing, but matter is the human description of the part of the universe that is tangible where energy is the human description of the part of the universe that is intangible. I guess you can say that matter and energy are made up constructs to describe the real universe in the same way that numbers are made up constructs to describe real quantities.

It is a sentiment I somewhat agree with in that deep down I don't really understand it, nor in fact anything and I know this is a sentiment shared by many others.Arguably energy may be tangible in that it is perceptible by touch and it may be real but I do not think it is clear and definite.
