As KOF characters get bigger & thicker & (as a recent post here pointed out) more uniform with regards to size, characters like Bao fall by the wayside. It's a shame because he is very fun to play and pretty decent in 2002 UM - but there are also much better characters introduced in the NESTs era which have basically vanished too, like Hinako and Foxy.
