The gameplay is actually good considering it was the first 3D handheld game and I certainly found it better than GTA 3. The story, although giving a background of the establishment of various gangs in Liberty City, felt somewhat lacking in objective.

LCS is great - lots of fun, loads of side missions too. Fun game, I think it's on par and in some cases... better than GTA 3 but the story is a little weak - it has no 'clear' villain and can go all over the place - it's mostly doing chores for people like GTA 3.
