Use Sara. Her c6 with raiden is very strong. It will outperform the other characters within that composition. Sucrose and Xiangling don't do much for Eula. Sara can buff her damage and proc superconduct. I would also imagine that Sara + Eula would be an incredibly strong burst combo.

I have guaranteed pity and don’t want to risk rolling for C1 Raiden just to get C2 Sara. So, is C0 worth building for her ult buff? I won’t probably use her skill buff (too clunky since you have to charge shoot).

Sara isn't bad either, tbh. Razor only really needs to selfishly stay on-field for his Burst's duration. Outside of that, you're free to swap for the buff and using everyone's skills as you should.
