The in universe reasoning is that Gotham is Batman's turf and that the city has lead lined areas everywhere. So, although Superman still does stuff in the city; it's not like Metropolis. The actual reason is that Superman could solve all street crime in a microsecond and that would defeat the purpose and need of Batman.
