It is not. The beta tag is a misnomer commonly used by developers as a sort of "get out of jail free" card when it comes to early access content. A beta is a development period in which a product is considered "feature complete": there are no core functionalities or mechanics missing.

Obviously the goal is full release, but some games never make it out of beta. Well, the developers have a modicum of dignity which means they won't release a game that's not their full vision so it'll stay in beta for a while but they continued to develop when player numbers were VERY low.
