It’s mostly confined to a single dystopian setting that meticulously puts together a brutal social experiment. The film is based on the story by David Desola.
According to the director (and the lady Goreng interviews with), the prison is a system designed to determine whether people will spontaneously start coordinating in an altruistic manner to ensure that everyone gets enough food, BUT the reason The Administration wants to make the determination is to prevent that kind of coordination from happening in the real world.
