Most tracks I know are completely "at your own risk" which means if you damage someone else, they have no recourse with you, and vice versa. The Nurburgring however is a public road and if you damage another person's car (or the barriers, etc.), then you are also liable for that (if at fault).

Nov 27, 2023 · The Nurburgring is a country road just like the Autobahn. The only difference is that it's a toll road, and crashing is expensive. (6K per piece of wall broken) price is a deterrent for some but not for others. This is a risk everyone takes on the road. As for special track days and events, licenses may be needed.
