The place where Win 10 Minecraft Bedrock hides your installed resource packs is "C:\Users\Your Computer Account Name\AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\resource_packs" Hopefully this size limit will eventually be removed and the limit will just be whatever your computer can handle haha.
