I'd argue her strongest point is in the mid-game where you can make full use of your ult and passive. Her late game is still great though and if the enemy team has no bruiser/tank you can easily annihilate anyone that you tag with Shadow Surge.
If I ever feel like it would be a long game I go gathering storm. With the full build, which means Ludens, magic pen boots, Shadowflame, Void Staff, Rabadon's, Zonya's, you should be able to one shot squishies even if they have some defensive measures like maw or mr boots.
