The idea of combing it with another caster who uses Toll the Dead is interesting, but rather than doing Xd6 damage with Mind Sliver (admittedly with a better save) you could do Xd12 yourself with Toll the Dead yourself. Of course if the next party caster is planning to use a save-or-suck spell this combo is much deadlier.

Since Con and Wis saves are more common than Int, you're more likely to land MS than the other 2, so it might help you land those Con and Wis saves a little more.
