  5. Drawboard PDF lets you reorganize on the Free Tier, BUT merging costs. In Mac you can just do this natively. You can’t edit or replace any text, but fill, sign, copy, rearrange or delete pages is just part of viewing a PDF-file. Don’t even have to install acrobat or similar.
