At time of writing, both Latest Stable and Most Recent for Forge is 1.16.5. I like the 'cutting edge' side of mod development and vanilla updates, so I tend to update quickly. I then get use to vanilla's changes and have a hard time adjusting when going back to older versions.
Definitely forge/neoforge because you can use sinytra connector for some fabric mods on forge. “Best” is subjective because it’s an opinion. They offer different mods. Use the one that has the mods you want to use. Forge for content, fabric for performance.
