One-off mods go in the general Fixes and Improvements folder. This ensures that script files don't get buried too many levels deep. Build, Buy, and CAS each get their own folders and subfolders.
You should only be putting .package or .ts4script files in there (though some mods will generate things like .txt files while you use them in your game). It's best to follow any special instructions a mod creator includes on their web-pages when installing or updating mods.

Before you start installing mods and CC, you need to locate your Mods folder. This is where you need to place your downloaded content for your game to be able to read and install it—if you put it anywhere else, it won't work. Content that ends in the .package file extension goes here.

If for some reason you don't see a Mods folder in your directory, you can create the folder yourself.
Once you've placed all your mods in the correct folder, it's time to boot your game. Start The Sims 4 and go to Options > Game Options > Other. You'll see a checkbox that says "Enable Custom Content and Mods"—tick it! Now restart your game.
Make sure you go back to this menu and check if the box is still ticked after every game update as it can sometimes turn itself off after a patch, disabling your mods and CC.
