I think you're grossly overestimating the amount of sandstone needed. Each block coordinate pair would have 1-2 sandstone for the shell of a pyramid. Ground level will have 1-3 normally (and a lot more if it's a hill). Building a pyramid shell requires no more excavation space than the ground under the pyramid.
