A cover should retain at its core or at least pay homage to, the original emotion that the writer poured into it, especially the hook and any other very memorable aspects. But it should be adorned in with the covering artist's own emotions that are the reason they related to the song enough to cover it.
What makes for a superior cover is when the interpretor has insight (lyrical, emotional, melodic, etc) that the author either did not or could invoke. It is essential that the interpretor reveal things actually in the original song rather than merely enforcing a rote stylistic mandate.
