A 2-1-3-1 formation has 2 big advantages: You can hide weak players at RMF and LMF. You have great strength in the Center of the Field with a Stopper, a Center Midfielder (CMF) and a Forward if you have strong players in those 3 positions you will beat most of the teams you play.
The 2-1-3-1 has the advantages of being able to have 3 strong players in the Center (the most important part of the field) and Right Mid and Left Mid are good places to hide timid or slow players.
