Mulholland Drive was planned as a TV series on ABC. But the TV channel did not find a common language with Lynch on the pilot episode, so only the film was released. I do not think that Lynch offered Netflix something new, which, without looking, Netflix would have allocated $ 85 million.
I think the Mulholland Drive tv show would’ve been as much of an improvement over the film as the Twin Peaks show was over the European Pilot. I think it's perfect as it is, but that doesn't mean that I wouldn't still have liked to see it as a tv show or that it wouldn't have been perfect as a show.
It's well known that David Lynch's "Mulholland Dr." was assembled from the remains of a cancelled TV series, with the addition of some additional footage filmed later. That may be taken by some viewers as a way to explain the film's fractured structure and lack of continuity.
