The .366 ap ammo requires 2 shot against lvl 4 armor as the armor reduces damage even if it pens, but best bet is to just stick with .366. Cheap ammo, cheap gun rather than the 7.62x54 ammo that also requires 2 taps against lvl 4, but ammo and gun costs much more

To do this quest, grab any bolt-action rifle. Factory is a recommended location for this quest, as there are ample opportunities to engage PMC's at 25m or closer.

A lot of larger content creators and players preach that ammo matters much more than the gun - use your scav run to prioritize some good ammo spots, I like reserve for 5.45 ammo and then the attachment cabin on woods has good ammo in about every caliber (but is hit more often).
